Makes me wonder, if Alis's lungs don't work all the way, can she actually get high off of smoke, and if that was the case was she only taking a puff to encourage Sean to do it?

As I said, Alis is being a bad influence on Sean. :D
She even told Sean it was safer than the booze.

But then, Sean seems to have a need for new experiences to fully flesh her psyche out. So it should do her some good in the long run, to hang around Alis.

governments have politically-motivated rules. My employer can legally fire me (for cause, leaving me ineligible for unemployment benefits) for testing for any trace of marijuana in my system, even though it is legal where I live. lots we don't know, though. is that marijuana? is the astronaut program government or private?

As with nearly all space programs, it's part government, part private. In the end, it's not considered very bad.
